The purpose of tamping is to ensure that the cigarette burns properly by bringing the burning tobacco into contact with the bottom layer of the tobacco. This is necessary because the heat causes the lit tobacco to expand and move away from the floors below.

Tamping helps keep the pipe smooth, and 'soft' is the keyword here. This is because it is important not to compress the tobacco while tamping. Instead, you should poke gently until the embers of the tobacco make contact with the tobacco below.
